Green Steel of WA secured all necessary regulatory and statutory approvals to begin construction of The Collie Steel Mill, according to a statement released on Wednesday. The mill is set to become Australia’s first green steel facility.
The approvals process was completed in under two years, with the project recognised as a Strategic Project by the WA Government. The Cook Government provided support through funding commitments from the Collie Industry Attraction and Development Fund.
“My government is committed to delivering a Just Transition for Collie and establishing major new industries in town. Establishing a green iron and steel industry in WA is a key focus of our Made in WA plan, and Collie’s Green Steel Mill will kickstart this new industry,” said WA Premier Roger Cook.
The milestone confirmed the project’s feasibility following completion of Front-End Engineering Design, business case and financial modelling.
Currently, Western Australia imports 100 per cent of its rebar, which exposes the state to global supply chain risks. The Collie Steel Mill aims to address this by producing 450,000 tonnes of low-emissions rebar annually using locally sourced scrap steel.
The project forms part of the Cook Government’s “Made in WA” vision, focusing on re-establishing essential manufacturing within the state and strengthening economic resilience.
With approvals now in place, the project will move toward finalising commercial contracts and project financing before reaching Final Investment Decision. Construction is expected to commence in 2025.
Once operational, the mill will establish long-term sovereign steelmaking capability while creating regional jobs and providing Western Australia with a secure, low-emissions steel supply.
